Minor traveling with one parent.

I want to bring my minor son to USA but I need to know all the requirements for a minor child traveling with only one parent. He was born in the Philippines but he is a Naturalized US citizen through his father and carries a US passport. What are the requirements for a minor child leaving the Philippine country for the first time with US passport? Also what are the requirements for the arrival destination here in US for the traveling minor? Thank you
